■ MELBOURNE, 25th February/ The Federal Prime Minister (Mr. W. M. _'Hughes) has outlined the new recruiting scheme, which provides for the appointment of .1 Royal Commission to decide how many recruits are wanted each month; an increase in the separation allowance for married men by 33 1-3 per cent., and the payment of 4£ per cent, interest on soldiers' deferred pay. Eligible men will be asked to submit their names to a district ballot and enlist if drawii to make up the quota for any particular month. Recruits are to be insured. Bonuses will be paid to recruiting sergeants. Returned soldiers will replace eligible men whose circumstances do not debar, but who will'not enlist.
