OTTAWA, 15th February. The remains of Sir Cecil Spring-Rice will be interred-at Ottawa.

It is recalled that in his last, public speech in Ottawa, Sir Cecil remarked that he deeply regretted his retirement from Washington. Everyone in this

war, he said,, had a part to play, and it was very hard to cease playing it, but "my time has come."
