DECISION OF BELGIAN
SOCIALISTS
AGAINST SENDING DELEGATES.

LONDON, 28th August. The Press Bureau reports that the Germans have for a considerable time urged the Belgian Socialists in Belgium to participate in the Stockholm Conference. 'The latter pointed out that that would be impossible 'without a. mandate from the party at a meeting at which free expression of views would be allowed. Ultimately the Germans consented to the meeting, which declined, with two dissentients, to attend the conference, even though British, French, and Italian delegates should attend.
