(Received August 24, B.SO a.m.) NEW YORK, 23rd August. Mr. W. J. Gerard, in a speech, said thai among the most important German objectives are the States of Bio Grande do Sul and Sao Paulo, in Southern Brazil, where for ten years 400,000 reservists have •been awaiting "Der Tag." Germany is most anxious to secure a South American Empire.
