BELGIUM MUST HAVE THE HEAVIEST INDEMNITY.

NEW YORK, 23th August.

Mr. Roosevalt, addressing the members of the Belgian Mission, said that an inconclusive peace would be the greatest menace to civilisation. Peace will not be acceptable unless it gave the heaviest indemnity to Belgium.
