LONDON, 17th August.

In the House of Lords Lord D'Abernon asked what measures the Government contemplated to provide for safe, economic, and rapid sea communication within the Empire after the war; also, what was. proposed to be done with regard to Imperial harbour improvements. Earl Curzon admitted that the question was of capital importance. The measures which Lord D'Abernon had indicated were an Imperial necessity, and would become a greater necessity after the war. ""They would give a great impetus to Imperial .trade, increasing the strength and cohesion of the Empire. He hoped that some of the recommendations of the Dominions Royal Commission would be adopted, but they could not be tackled in war time owing to the shortage of labour and other circumstances. These questions would also require careful consideration by all the Government Departments here and in the Dominions. He assured the House that the question would be kept in mind and taken up in its Imperial aspects as soon as possible.
