NEW YORK, 16th August.

An enormous sensation has been caused by a speech by Mr. Elihu Root, condemning the leniency shown to proGermans in tho United States.

"Pro-German traitors, in and out of Congress," he said, "are endeavouring to make America's preparations so ineffective that our manhood will meet defeat in the firing line. They are covering themselves with a cloak of pretended Americanism. IE we are competent and fit for our liberty, we will find them out and get at them. There are men in New York who ought to be shot tomorrow at sunrise for treason. There are also in New York editors deserving execution for treason. Sooner or later they will get it."
