Lieutenant Delagrange, a French aircraft missioner, states that the Allies plan to carry out an aerial ■ invasion of Germany, :in which victory . is. certain. ' If America carries out her aircraft programme, the Allies' could, wipe out the submarine bases, munition factories, and mobilisation depots, and render Heligoland impotent before an Anglo-American naval attack; Even will be at the mercy of the Allies if America provides sufficient aeroplanes and men. .
