The newspaper Stampa asserts that President Wilson's message to Russia was despatched on Sunday,' and will shortly be published. President Wilson says that peace must be made without annexation or indemnity, but must include the restitution, of territory, for example, Alsace-Lorraine to France, and Trieste and the Trentino to Italy; and that America will demand reparation for
