(Received j\lay 30, 11.20 a.m.) PETROGRAD, 29th May. M. Kerensky, in an Order of the Day, enjoins the army aud navy to be in readiness to take the offensive. REMARKABLE NEW REGULATIONS LONDON, 29th May. The Morning Post's correspondent at Petrograd states that the new disciplinary regulations for the army have been published. Their general tenor is indicated in the title : "Decree regarding the fundamental rights of the men in the fighting services." It lays dawn that all men and officers will enjoy all the rights of free citizens, but must regulate their conduct by the requirements of service discipline. They can speak, write, and publish anything on any political or religious subject within the scope of the ordinary laws, and can discard uniform except when on actual service. The decree abolishes the compulsory salute, substituting for it a voluntary mutual greeting. It also concedes freedom to quit barracks or ships when off duty on the mere announcement of that intention to superior officers, and punishments must not offend the sense of honour or dignity.
