SAVED BY THE REVOLUTION (Received May 29, 8.20 a.m.) PARIS, 28th May. The French Socialist delegates have returned from Russia, where they addressed a Socialist Congress. They state that without "the revolution Russia would have declared a separate peace. Those directing the revolution are open advocates for an international for the preparation of peace. "NO ANNEXATION" POLICY ' PETROGRAD, 29th May. M. Terestcheko (Minister for Foreign Affairs), addressing the Workmen's and Soldiers' Council, gave an account of his conversations with the Entente Powers' Ambassadors regarding the prospects of a revision of the treaties. "The Allies' reply," he said, "was satisfactory regarding Russia's new policy of no annexations, but regarding the revision of the treaties everything will depend on public opinion in the Allied countries."
