Sir James Allen told a ! reporter that he would like to Send a message to the people of the Dominion to make up their minds to begin-now to act with the strictest economy in everything. " I do not- want to he an alarmist, or to say anything to create a panic," he said, '' but it is only right to state that there is reason to take precautions against further dislocation of our^ shipping. A further decrease in shipping facilities may mean that all available space must' be used exclusively for dealing with foodstuffs and absolute necessities, and if it comes to this the' people will have to get along without many things they think are necessities; at present time."
