LONDON, loth August. Tlie Daily News gives further details of the Kaiser's interview.
The Raiser said: —"It is curious how the British theory that I am responsible for the war seems to fascinate my ene<mies. I do not envy the man who has the responsibility upon his conscience: History will clear me of the charge, although I do not suppose history will hold me faultless. Every civilised man in Europe' must share the responsibility, and the- higher his position the larger responsibility. I strove hard for peace, even though war was inevitable. Why do the neii'trals talk German militarism, and never Russian despotism, the French craving revenge, arid English treachery. The next generation will strike a more just balance in apportioning the blame."
