A BRITISH EXPLANATION
CONTRABAND SMUGGLED THROUGH THE POST.
WASHINGTON, 15th August, . Great Britain's explanation of her action in connection with the examination of mails states that it has been proved that bags from one neutral to another contained rubber and coffee disguised as papers; what appeared to be business cirenlars were really German . propaganda. Thus it was difficult to pass mails without examination. The despatch shows why mails are facilitated by examination in London rather than elsewhere.
[The detention of United States mails for examination by the British authorities has for a long time been the cause of a. great deal of indignation in certain quarters in the United States. Arguments against Britain's action are bafcd on the general inviolability claimed for mail matters under international law.]
