"ABSOLUTELY SUBMARINEPROOF." ALL FEARS MAY BE DISMISSED. NEW YORK, 16th October. Mr. Frederick Palmer, in Collier's Weekly, describes a visit which he was permitted to make to the British Fleet in the North Sea. A destroyer was placed at his disposal, and he journeyed from an unnamed port to the serried lines of Dreadnoughts. . He declares that he is able to con- ' vince America that the Fleet is absolutely submarine proof. "I cannot say all that I was permitted to see and learn, but, if people are worrying about torpedoes menacing the British warships, they may dismiss their fears." The article supplies a strong confirma--tion of the power of. the Fleet at any time, to accomplish its primary objective, and of the immense reserves of strength available for almost any conceivable emergency. Mr. Palmer pays a tribute to the British ships, and their armament, and men.
