NEW FORCES FOR THE RUSSIANS
KIRGHIZ TRIBESMEN TO TAKE THE FIELD. (Received October 18, 9 a.m.) PETROGRAD, 16th October. Large forces of Kirghiz (Trans-Cas-pian) tribesmen, if not one whole army, are likely to appear in the field after the necessary training. The Kirghiz population numbers twelve millions, and the authorities are anxious to utilise such hardy material. STATE OF WAR PROCLAIMED. (Received October 18 t 10 a.m.) PETROGRAD, 17th October. A state of war has been proclaimed in Moscow and district.
