THE RECRUITING PROBLEM
LORD KITCHENER'S ATTITUDE DEFINITE RESPONSIBILITY. ON CABINET (By Telegraph. — Press Association.— Copyright.) (Timua and Sydney Sun Services.) (Received October 16, 8.10 a.m.) LONDON, 15th October. The Parliamentary correspondent of The Times says that the recruiting - iproblem, which is claiming the anxious attention of Cabinet, has been necessarily accentuated by the latest developments of the war. The nation had hitherto believed that Lord Kitchener would give the word -when the voluntary v system was proved v inadequate. The time has now come to state Lord Kit- . chener'a attitude on 'the question. He does not regard himself as responsible for choosing the method of raising men, and is not prepared to pass judgment on any scheme. His scheme, deliberately adopted and placed on -record, is that he entered the Cabinet as a soldier, not as a ; it is for him to state hie requirements, and for the country to fulfil them. The correspondent adds : "This attitude places a very definite responsibility on his colleagues, who must take a prompt and independent decision^"(Press Association.) CONSCRIPTION HAS KITCHENER'S SYMPATHY. LONDON, 15th October. The Daily News says there is little doubt that Lord Kitchener's sympathies are now definitely on the side of conscription. The paper adds that probably a renewed attempt wiil he made at the next Cabinet meeting by a section led by Lord Curzon and Mr. Churchill to secure a decision on the .question.
