His attitude is that he is to state his requirements ; the country is to fulfil them. Thus there is a definite responsibility upon his colleagues to take a prompt and independent decision. Greece has officially announced that she will not intervene in the Balkans at present. She has declined to giye Servia help under the treaty of 1913. A statement by the Italian Minister is to the effect that the war between' ltaly, and Bulgaria will be waged without hatred. The enemy is reported to be advancing slowly from the Danube into Servia, and is losing heavily. M. Clemenceau, speaking in the French Chamber of Deputies, stated that it is impossible. to ( send enough troops $o save Servia. France must hesitate to send her men to pther new fields. The British submarines in the Baltic are working on- a sensational scale. The latest exploit was an attack upon a German cruiser and two destroyers, one destroyer being sunk. One of the Zeppelins, which attacked London was, according to a Dutch report, seen flying home in a maimed condition. Sir John French, while denying the German report of a great attack between Ypres and Loos, describes recent events, and mentions (for the first time officially) the use of gas and smoke-clouds under cover of which the attacks were made. A later message states there is a general and giolent bombardment along the whole western front.
