PARLIAMENT

TO-DAY'S PROCEEDINGS LEGISLATIVE COUNCIL The Legislative Council met at 2.30 o'clock this afternoon. The report of the Standing Orders Committee relating to the alterations in the Standing Orders arising out of i the position in regard to the election of Speaker, was presented by the Hon. W. C. T\ Carncross, and allowed to lie on the table. In reply to a question by the Hon. A. T. Maginnity as to whether- the Government would extend the discretionary powers of the Gaming Act, Sir Francis Bell (Leader of the House) slaTed that the Government proposed to deal with the question of raffles and art unions, but he thought that it would bo necessary still to require a license from the Minister before a raffle or a lottery was permitted, with the object of ensuring that persons who are engaged in the promotion of these lotteries were doing so purely and exclusively for the patriotic funds. The Hon. W. Earnshaw gave notice to move that the Government take into serious consideration the setting up of a committee to report on the question of munitions and the desirableness of sending a email contingent of artisans to help the Mother Country. On the motion of Sir Francis Bell, it was decided that Standing Order 267 .be suspended, and that subject to Standing Order No. 268, the Hon. Mr. Carncross continue as Chairman of Committees of the Council during the present session, until the Council gives further direction for an election to the office. On the Leader's motion, it wa6 also decided that pursuant to Standing Order No. 34. the Council appoint Wednesday, 7th July, as the day whereon a call of the Council be made, and the election of Speaker be proceeded with. •• The Standing Orders relating to leave of übsence were suspended in order that leave might be granted to the Hon. Messrs. Nikora, Simpson, and Morgan, who are at present in hospital. The Council then adjourned.
