RUMANIA READY FOR IMMEDIATE ACTION AN ARRANGEMENT WITH BULGARIA DESIRABLE FIRST (Times and Sydney Sun Services.) (Received June 19, 8 a.m.) LONDON, 48th June. The Times correspondent at Bucharest says that since the outbreak of war Rumania has recognised that she must sooner or later participate in the struggle, under pain of forfeiting, pei'haps for ever, the realisation of her national programme. Rumania is ready for immediate action. A satisfactory arrangement with Bulgaria would be a desirable preliminary. Bulgaria has already given a written assurance of friendly neutrality.
