The Press Bureau states that the Belgian Government strongly protests against General yon Bissing, the German Governor, dissolving the Belgian Red Cross Central Committee and confiscating its funds and archives. The International Committee of the Red Cross at Geneva endorses the protest, General yon Bissing demanded that the Red Cross support an institution assisting women, which was outside of the Red Cross scope."
