I He states thafc a. perfect understanding exists between the Finance Ministers of the three Allies. RUSSIAN TO BE ISSUED. PETROGRAD.. 4th May. ' An internal loan of one hundred mil lions sterling, 5£ per cent., at 99, with a. currency of five years, thereafter convertible into 75 years' stock at 5 per cent., will be issued in a fortnight. A consortium of Russian banks has already subscribed for sixty millions.
