The Herald's Paris correspondent says: "This is not warfare, but assassination." PARIS, Wth October. An aeroplane dropped two bombs on St. Omer, killing a girl and wounding three people. Another aeroplane dropped three DOmbs in Ostend harbour, but no damage was done.
