A slow, silent, disguised transformation of the Constitution and of tlie Empire is proceeding without its embodiment in any single instrument or any coherent and systematic transaction. The solf-govering Commonwealths are making an initial claim for a direct voice in the control of Imperial affairs. The most recent move in this direction is the adjustment of naval contributions, which has not, so far, been decisive.
