LORD MORLEY'S BOOK
"POLITICS AND HISTORY." (By Telegraph.— Press Assoclation.—Copyrlght.) (Times— Sydney Sun Special Cables.) LONDON, 15th December. Lord Morley, in a fascinating book entitled " Politics and History, says that the two Houses of Parliament are being fundamentally transformed bofore our eyes. A slow, silent, disguised transformation of the Constitution and of tlie Empire is proceeding without its embodiment in any single instrument or any coherent and systematic transaction. The solf-govering Commonwealths are making an initial claim for a direct voice in the control of Imperial affairs. The most recent move in this direction is the adjustment of naval contributions, which has not, so far, been decisive.
