The Governments know how suddenly danger has arisen and how hardly it haa been averted, and how many are the incalculable causes which may bring it again." OVER EIGHT HUNDRED DELEGATES. THE HAGUE, 19th August. There are over 800 delegates here for the Peace Congress.
