The Senate debated tho limitation of appeals to the Privy Council on a motion suggesting that the Australian system should bo adopted. Sir Richard Scott declared that the Privy Council favoured companies as against individuals and municipalities. Sir George Ross insisted that cases arising out of municipal bylaws should not be permitted an appeal beyond the Canadian Courts.
