Count Yon Reventlow, the German naval expert, accused Mr. Asqtiith and Mr. Churchill of insincerity in appealing to Germany to consider the burden of naval expenditure. He knew of Mr. Borden's proposal in the spring. Unless Great Britain substitutes three of the Canadian Dreadnoughts for three of the ( British Dreadnoughts, he declared it would raise afresh the whole question of German naval policy.
