An Armenian doctor named Kilebjian, who escaped from Adrianople, states that Shells started a file at night in the wooden Turkish houses, which were dry with age. Half the town was burnt. There were no hoses. The inhabitants made a terror-stricken rush to the military quarter, and the garrison, in the hope of quelling riots, fired volleys into them. Eighty thousand of the inhabitants are in a terrible plight. They are without bread, and no light is available. They are using tlie woodwork of houses to cook food with. The air is polluted by the dead bodies of men and women. Horses, dogs, and other dead animals have been thrown into th« swollen Maritza River. Pestilence i 8 certain when the flood recedes. Financial circles are excited over the Hungarian Government introducing a Bill conferring upon it the power to declare a discretionary moratorium. [Moratorium is a term used to express a legal authorisation postponing for a specified time the payment of debts or obligations. In the present instance a discretionary moratorium has been obtained. The term is also sometimes used to mean the period over which the indulgence or period of grace stretchee, the authorieation itaelf being called a.~ moratory law. A moratory law is usually passed in some specific period of political or commercial stress ; for instance, on several occasions during the Franco-German War the French Government passed moratory laws.
