QUESTION IN HOUSE OP COMMONS ** MR, HARCOURT'S REPLY. By Telegraph,— Prei6 Association.— Copyright. (Received October 15, 12.38 p.m.) LONDON, Mth October. In the House of Commons, Mr. William Clough, Liberal member for the Skipton Division of Yorkshire, in a long, rambling question, a«ked Mr. Lionel Harcourt, Secretary of State for the Colonies, for details regarding the prosecution* of defaulting Cadet* in Australasia, whether they were children of British immigrant*, Whether Australia and New Zealand compelled conscription after six months' residence, and whether a boy-conscription policy had been adopted to alky scaremonger apprehensions as to Gorman, Chinese, and Japanese invasions. Mr. Harcourt said defence Acts were entirely within the province of the Dominions, and it was not the practice to answer such controversial questions.
