In this Sw Joseph Ward said: "I, however, consider it desirable that a portion of the China Pacific unit should remain in New Zealand waters, and I 6tigge»t that two new Bristol cruisei*, three destroyers, and two submarines should be detached from the China station in time of peace and stationed in New Zealand waters. These would be under the flag of the Admiral of the China unit, and the flagship should make periodical visits to New Zealand, and there should be an. interchange of services by cruisers between, the New Zealand and China stations under condition* to be laid down." Senator Pearce concludes : "If th»t is not a proposal to take the control of the China Pacific unit out of the hands of the Admiralty I should like to know what is."
