(Received October 10, 9.30 ».m.) NEWSPAPER'S APPEAL DISMISSED. MELBOURNE, This Day. The Federal Sigh Court unanimously dismissed the newspaper Argus's appeal in the signed article case. It found that the Federal Parliament had full power fco regulate elections, including the matter of the publication of articles. [The Argus. was convicted for publishing an unsigned political article during a recent Parliamentary by-election.] (Received October 10, 9.40 a.m.) DIVIDEND DECLARED. LONDON, 9th October. The British and Australasian Trust and Loan Company, Ltd., declared an interim dividend of five per centum. (Received October 10, 9.30 a.m.) PUNISHING THE MONGOLIANS. ST. PETERSBURG, 9th October. The troops of the President (General Yuan Shih-Kai) recently killed ten thousand eastern Mongolians, with the object of stamping out an ( inclinatioa to join the outer Mongolian victorious troops who were .advancing. MARINE COURT FINDING. SYDNEY, 9th October. The Marine Court suspended for three months the certificate of Mr. Daley, mate of the steamer Comboyne, which foundered in Port Kembla Bay on- Bth September after striking the breakwater. LThe Comboyne iwas 9. steamer of 151 tons register. The court found that it was the mate's duty to call the master half an hour before the port would be reached. That lie failed to do, and the result was that the Vessel struck the breakwater and suffered serious damage. As the harbour works were at present incomplete there was no light *to guide the Vessel when entering the port. The finding of the court was that the serious damage to the vessel had been Caused by the default of the mate, and called upon him to show cause why his certificate should not be cancelled or suspended.] FEDERAL PARLIAMENT. " MELBOURNE, 9th October. The House of Representatives granted three months' Supply, £2,252,661. NEW STAMP. LONDON, 9th October. A new penny stamp has been issued. The design of the King's head and the frame is by Mr. Bertram Mackennal, A.R.A., the Australian sculptor. MANUFACTURE AND STORAGE OF CELLULOID. LONDON, 9th October. Mr. M'Kenna, Home Secretary, has appointed a committee to enquire into the manufacture and storage of celluloid. The Earl of Plymouth is tlie chairman. [A fire tragedy occurred on the premises of Messrs. Angus Thomas and Co., Moor-lane, London, on 23rd July, eight, girls losing their lives. At the tame Mr. M'Kenna stated that "the manufacture of articles from celluloid has been the subject of enquiry by the Factory Department, and recommends tions as regards injury to health and danger /rom fire were issued in 1905. I will consider if anything further can be done ; but I fear it would be impossible to deal with the matter before the recess." Instances of personal injury through celluloid combs and collars catching fire are not infrequent. Arding and Hobbs's, Clapham .] SCOTCH TEMPERANCE BILL. LONDON, 9th October. The House of Commons -is now considering the Scotch Temperance Bill in Committee. MATERNITY BONUS BILL. MELBOURNE, 9th October. The Government's Maternity Allowance Bill, providing for a grant of £5 a head for babies born in Australia' has completed its passage through Parliament, and now only needs the GovernorGeneral's assent to become law.
