LOANS FOR CHINA
BRITAIN'S ATTITUDE EXPLANATION BY MR. ACLAND HONOURABLE OBLIGATION. By Telegraph.— Prm Association.— Copyright (Received October 10, 11 a.m.) LONDON, 9th October. Mr. F. D. Acland, Parliamentary Under-Secretary for Foreign Affairs, replying to a question in the House of Commons, said the Government was opposed to the loan for China that was being raised in London by Messrs. Birch and Crisp, as China was not free to borrow while negotiating with the SixPowers Syndicate. Britain Was under an honourable 'obligation to oppose an outside loan. China, also, h* added, could not give adequate guarantees for the proper expenditure of a loan.
