The Pester Lloyd, a Budapest journal which is . regarded as the organ of the Austrp-Hungariah Foreign Office, strongly urges the conclusion of an agreement by which Austria and Hungary would promise not to increase their naval armaments beyond the present programme, and Britain would declare the AustroHungarian navy, if pacific, unoxposedto British attack.
