The most serious development in the outbreak of foot-and-mouth disease is the discovery in the St. John's Market, Liverpool, of offal from Waterford containing an affected head. In the House of Commons ttto Right Hon. T. W. Russell, Vke-Preaident of the Department of Agriculture in Ireland, denied a sensational story that the head 1 mentioned above had been mutilated to conceal tho presenco of disease.
