The Government of India Bill has been r-aad a third time in the House of Lords. Lord Crewe (Secretary of State for India), in replying to Lord Curzon, denied that the Governnieni had any intention of granting autonomy to India on the lines of the overseas dominions. The Government of India Bill gives legislative effect to the policy announced at the Durbar at Delhi. Clause 1 gives to the new Governor of Bengal the powers now possessed by the Governors of Madras and Bombay. The clause also provides for the transfer from the Governor-General to the Government of Bengal the power of altering the limits of the town, of Calcutta. Clause 2 gives power to establish an Executive Council for the new province of ,Behar and Orisea. Clause 3 gives the Governor-General power to appoint a Legislative Council for a province which waa governed by a Chief Commiwioner. The Government proposes to exercise thia power at once in the case of Assam, and of the Central Provinces, including the leased territory.
