UPPER HUTT TOWN BOARD

MONTHLY MEETING. The monthly meeting of the- Upper Hutt Town Board was held! last evening. There were present : Commissioners Benge (chairman), Quinn, Burrell. Gibbons, Webb, Harrison, and Davis. The secretary of the Municipal Aspoeiation forwarded a list of the remits to come forward at the annual conference next month, The clerk was appointed to represent the board, as on the previous occasion. The secretary of the Upper Hutt School Committee (Jlv. J. H. Dykes) applied to have the footpaths in M'Lean and Kellow-streets, which wer« in a very bad condition, metalled, but the application was refused. Instead, the board decided to improve a portion of William-street, which would afford reasonable access to all children to the school. The matter was left to the Works Committee, which was instructed to act at once. , The board agreed to have the frontage of Mr. H. R. Gibbe's shops paved, Mr. Gibbs to pay half cost. The Waldegrave Park Company applied for some assistance- in the matter of v protecting its property from the river. The River-works Committee was instructed to report. A petition, signed, by nine householders, was received requesting the board to metal th* footpath along Gib-bons's-road. It was stated that the paths were in such a bad state that pareqts. during the winter months, were "unable to comply with the Education Act in sending their children to school." The; question was left to the Works Committee. The Upper Hutt Motion Picture Syndicate, which intends opening in the local Town Hall shortly, applied, for' permission to carry electric light and telephone wires across Prinoess-street, This was granted on condition that the syndicate gave a written indemnity to the board against any_ proceedings for damages which may arise from any accident. On 'the motion of Commissioner Gibbons,- seconded by Commissioner Webb, the board decided to curb in totara. timber- the footpaths on both sides of the newly-graded portion of the main street.^ jSome of the commissioners urged that such curbings should, be more substantial 'and put down in concrete slabs. Commissioner Gibbons put in a plea on behalf of the back streets. He thought thatt some attention should be given to these, instead of all the money being spent 'on the main, street. 'Commissioner Qtijun thought it. right thai the'township itself should receive attention first.. The" proposal for concrete work was negatived on account, of the cramped state of the finances. Before concluding the business the, Chairman stated that at last meeting the clerk, in his capacity of engineer, v/as instructed to draw up levels for work at Henry-stree*. He understood that that had not been done, and he moved that instructions be j»iven to have it completed, without fail, before next meeting. The clerk stated that the work had ,not been done. "I do not feel disposed to draw up levels," he said, "when they ,are repeatedly interfered wjth. I would rather not continue with the engineering duties." Finally the clerk -was instructed to submit plans of all works to the board in future, and it was- decided that these must not be altered, after being duly approved, without the sanction of the board.
