The St. Petersburg correspondent of The Times states that the Powers are unable to formulate proposals for mediation between Turkey and Italy, in regard to, the war in Tripoli, on th* basis of Italy's reply to the Powers' Note. j [The Rome correspondent of The I Times recently stated that the Italian peace terms demand recognition of Italian sovereignty ia Tripoli and Cyrenaica. the withdrawal of Turkish troops • ana officials, and the re-establishment of the status quo in regard to Italian residents in Turkey. While Italy would recognise the spiritual authority of the Khalif, religious liberty would be" granted. Italy also offered to guarantee the Ottoman debt creditors, and to purchase th© Turkish Government's property in Tripoli and Cyrenaica.]
