The Uin'tcd' States Government is to be asked to refuse to allow the establishment of a colony of Japanese in Lower California for fishery purposes. The proposal, it is reported, is to givo the Japanese a fishing monopoly and fiv9 million acres of land in Mexican territory. The Monroe Doctrine is to be invoked in opposing the scheme.
