(Received, January 11, 10 a.m.) PARIS, 10th January. The Bourse is weak. < M. Poincare refused the portfolio of Foreign Affairs, which M. Delcasse (Minister for Marine) accepted on condition that a Minister for Marine was appointed who would pursue M. Delcasse's policy. Admiral Germinet declined the portfolio of Marine.
