Russia has broken off diplomatic relations with Persia. The "latter , has appealed for ,King George's mediation, hoping for a suspension of Russian punitive measures until a Cabinet has been formed. [The cause of the -trouble,is, briefly: Mr! Morgan Shuster, the. American who is comptroller of the. Persian finances, recently sent, despite the Russian ViceConsul's protest, gendarmes to seize property belonging :to Shua-cs?Sultaneh (a brother of the ex-Shah), the property, according to the Vice-Consul, being mortgaged to the Russian Bank. Russia demanded an apology and withdrawal of the gendarmes. The Persian Cabinet and the Regent resigned, and Russia was notified that until a new Cabinet had been formed a reply to tho Russian ultimatum was impossible. The Russian press complains that jVIr. Shuster is assuming powers derogatory to Britain, and has also over-ridden the Persian Cabinet.] ;
