BERLIN, 10th September. Germany's counter-proposals in the Moroccan negotiations will reach jt*aris to-day. There were scenes of excitement and alarm on the Berlin Bourse yesterday, justifying the title of "Black Saturday." The- shares- of the Deutsche Bank and great industrials tumbled heavily.
