POSITION AT LIVERPOOL
PRECAUTIONS NOT TO BE RELAXED. MILITARY OFFICERS' DISCRETION. I LONDON, 23rd August. Mr. Churchill, in reply to questions, j declared that ho Had informed the Lord | Mayor of Liverpool that it was not in- ! tended to relax" the military and police! precautions while the necessity existed. Regarding the despatch of the military to Blackburn b&fore the civil
authority had been consulted, Mr. Churchill said troops were Bent by the general officer commanding the district, in pursuance of a scheme to protect the railways and maintain law and order. The officers commanding were given complete direction in those respects, nnd the military authorities always enjoyed the right of moving troops about the. country where it was thought convenient or necessary.
