INTERNATIONAL ARBITRATION.

Members of the House of Commons to the number of 400, of all parties, have formed themselves ' into a committee to promote the Taft-Grey unlimited arbitration movement. At a meeting it wafi resolved to express deep eatiefaction that the proposal for a treaty with that object had met with so hearty a response from both nations. [A little over a week ago, according to a cable in the Sydney Sun, the London Daily Telegraph stated that eufficient progress had been made "with tho negotiations to warrant a forecast as to the provisions of the agreement. "It is _ understood 'that the convention, which will be for a period of five yeard, represents a great advance over the 1907 treaty or any similar treaties previously negotiated between first-class Powers, inasmuch as it does not contain a clause ) excluding matters affecting the independence or the honour of the oontracing parties, or other vital matters. Before referring any dispute to the arbitration tribunal at Tho Haguo the contracting parties, it is understood, Bhall conclude a special agreement clearly defining the points at issue, the scope of the arbitrators' powers, and the period within which the investigating tribunal shall be formed. Before concluding such an agreement in any matter vitally affecting tho interests of any self-govern-ing Dominion, Britain reserves the right to obtain tho concurrence of the Government of that Dominion.']
