SHRINKAGE IN RECRUITING. By Telegraph.— Press Association.— Copyright. (Received May 13, 1 p.m.) LONDON, 12th May. Lord Esher states that the decline in •the number of the London Territoriala has been from 24,510 early in 1909 to 22,286 in the present year. The shrinking in tho recruiting he blames on the Army Council regulations, which are unsuitable for London.
