The Council ■of the Inter-Parlia-mentary Union unanimously adopted a resolution moved by Lord Weardale recognising the great scope of President Taft's suggested compulsory arbitration scheme, and hoping other governments would follow America's example. The programme of the Inter-Pariia-mentary Conference, to be held at Rome in October next, was arranged. It includes the following subjects: — Russia's proposals for the organisation of a scheme for mediation between States when disputes arise. Limitation of armaments. The prohibition of aerial warfare.
