PAELIAMENT.
LEGISLATIVE COUNCIL, The Legislative Council met at 2.30 to-day. The Hon. H. Scotland said he desired to protest against the shortness of the notice for the assembling of the Council to-day. He understood that he would have been liable for a fine of a£so if he had not been present at this sitting. The protest- drew no official reply. The Council was then called* over (there were eight members absent). Sir *IL Millar was excused on account of illness ; Sir Maurice O'Rorke on account of illness in his family; Hon. J. D. Ormond-on account/o f temporary indisposition ; and the Hon. W. C. Smiijh on account of ilhiess. On behalf of the Hons. S. T. George, H. Gilmer, and C. Louisson, the Attorney-General said they were out of the Dominion, and had been given leave of absence last session. The Hon. Wi Pere was in the back blocks, and consideration of his case was adjourned'till Friday. The Clerk (Mr. A. T. Bothamley) declared the Hon. Sir C. C. Bowen duly elected Speaker. The Hon. Captain BaiHie congratulated Sir Charles on his' re-election as Speaker. The Attorney-General made a felicitous speech. No public man stood before the people of New Zealand with a better record. His work had been honourable in every respect. It was the wish of every man present that.the Hon. Sir Charles Bow-en wonld long enjoy the distinction conferred upas him. The Hon. Sir Charles- Bowen warmly acknowledged the land tMngs^said, and stated that -he would endeavour, to preside over^the deliberations of*"the Council with a just discrrnrinafcion. The Council adjourned" at- 3 p.m.
