The Prime Minister, Sir Wilfrid Laurier, deprecated discussion in view of the fact that correspondences was now proceeding, but admitted that there was cause for anxiety. The situation was due to individual American States bordering the lakes clamouring for a share in military expenditure, and this kind of thing would have to bo me£.
