LORDS' ATTITUDE TO THE BUDGET, x GOVERNMENT POLICY FOR THE ELECTIONS. LONDON, 16th November. Mr. Birrell, Chief Secretary for Ireland, speaking at Llandudno, in Wales, described the Lords' attitude to the Budget to their being "drunk with the new wine of Tariff Reform." If the Budget were rejected the Minister declared, the Government would go to the country in January on a threefold issue, viz. :—: — J 1. The future position of the House of Lords. j 2. Control of finance by the House of Commons, and S. Opp<*sition to taxes on food. The question of the Lords' position would stand first and foremost in the programme, concluded Mr. • Birrell.
