ELECTION MATTERS. MEMBER FOR LOUTH'S DECISION. ANOTHER INVITATION TO LORD CHARLES BERESFORD. By Telegraph.— Press Association.— Copyright. (Received November 17, 8.5 a.m.) LONDON, 16th November. Sir Robert Perks, member for Loutb, who has announced his intention not to offer himself for re-election owing to his disapproval of the financial policy of the Government, has declined to reconsider his decision. The Unionists of Portsmouth are inviting Lord Charles Beresford to contest the by-electior for that constituency, rendered necessary by the death of Sir John Bakei. At the last general election Portsmouth returned two Liberals, each of whom received over 10,000 votes, while the two Conservative candidates both polled under 8000 each. A Labour candidate was well supported, getting over 8000 votes. A little over a week ago Lord Charles accepted the invitation of the Marylebone Cons\tutional Union to contest East Marylebone in. the place of Lord Robert Cecil, who is transferring his affections to Blackburn. The Admiral denounced the Budget, and declared himself an ardent Tariff Reformer.
