The I speakers were the Hon. C. M. Luke, M.L.C., and Messrs Hopkirk, Manthell, and Tolley. " Speaking as a representative of the Wellington Employers' Federation, Mr Hopkirk contended that the municipality had no right to take general funds and apply them to the detriment of a large body of ratepayers ; but that, he contended, was exactly what the Council's action amounted to.' After having heard all the speakers, the Tramways . Committee adjourned consideration of the question until its next meeting.
